The General Parents-Teachers Association (GPTA) of Hidalgo Elementary School (ES) in Tanauan City, Batangas, received a training on liquid hand soap and dishwashing liquid production from the Department of Science and Technology (DOST) - Batangas as a technology support intervention in their pursuit to establish a sustainable school-based livelihood program for parents held at Hidalgo ES, Brgy. Every elementary and secondary school is mandated to organize a Parents-Teachers Association (PTA) for the purpose of providing a forum for the discussion of issues and their solutions related to the total school program and to ensure the full cooperation of parents in the efficient implementation of such program as stipulated in the DepEd Order No. 54, s. 2009, Revised Guidelines Governing Parents-Teachers Association (PTAs) at the School Level. In the case of Hidalgo ES, they deemed that the establishment of a livelihood program would give financially-challenged parents an opportunity to earn while looking after their children and keeping themselves abreast with the issues happening in school. According to the GPTA President, Mr. Jaron B. Precilla, the approach to involve parents in a school-based livelihood program emphasizes not only the parents’ participation to school and community development but also highlights the role of the school and their association in ensuring that economic growth opportunities for parents, even in school.

The liquid hand soap and dishwashing liquid production technology used during the training was developed by the Industrial Technology Development Institute of DOST (DOST-ITDI). Resource speakers were Mr. Jan Rotsen Kyle A. Delos Santos and Mr. Rudy Leo Quinquinito, both from the Pharmaceutical Section of the Chemicals and Energy Division of DOST-ITDI.

The training covered discussion on the technical components of liquid hand soap and dishwashing liquid, including their chemical properties, surfactants, processing technologies, testing, and packaging. Prior to technology demonstration, ingredients and materials, tools and equipment needed, functions of ingredients, and procedures were discussed to participants. Right after the discussion, participants executed the step-by-step procedures with the guidance of the resource speakers. Mixture of surfactants was carried out in an assured and safe manner through observing good manufacturing practices which include the use of personal protective equipment. The pH of the products was tested before packaging to ensure its safety to consumers. Packaged products were then set aside to allow clearing of solutions.

Meanwhile, teachers and GPTA members of Hidalgo ES expressed their gratitude to DOST-Batangas for making the training possible. According to Ms. Liezel Parale, teacher at Hidalgo ES, this undertaking is another milestone for their institution and would really make an impact not only to the parents of their students but also to the community’s economic development. Mr. Precilla, on the other hand, mentioned how relevant the training was to their pursuit to establish a livelihood program for parents. Since every household uses dishwashing liquid and hand soap, he believes that they can penetrate a good and wide market.
